Every referral we can't place records the reason: no bed, geography, population, payment, or care requirement outside scope.
Aggregate into intelligence
Unmet referrals, most-requested geography and population, highest unmet bed type, most common payer, and time-to-placement.
Drive strategy
Intelligence guides property acquisition, grant applications, government contracting, fundraising, expansion, and landlord recruitment.
All intelligence is de-identified and respects privacy. No resident identity is attached to the aggregate data we publish.
Outside-model intelligence
Recording Why Some Referrals Fall Outside Our Model.
Our housing model serves qualified 100% ambulatory adults capable of independent living. The returning-citizen track specifically serves adults age 62 and older. When a referral falls outside our model, we record the reason — an honest signal that guides which partners and programs the community still needs — rather than the person's identity.
Not 100% ambulatory
The person requires staff assistance to walk or move through the residence.
Personal care required
Assistance needed with bathing, dressing, toileting, feeding, or transferring.
Medication administration required
The person depends on staff to administer or manage their medications.
Medical monitoring required
Nursing or ongoing medical monitoring is needed outside our housing-only scope.
24-hour supervision required
The person cannot be left independently for extended periods.
Staff-assisted mobility required
Mobility support within the residence is required beyond independent-living scope.
Assisted-living level of care
The need is for licensed assisted living or adult care, not independent housing.
Age criteria not met
A returning-citizen referral does not meet the age 62+ target for that track specifically.
Payment not verified
The expected income or funding source could not be verified as sufficient for the arrangement.
Benefits pending
Benefits are pending reinstatement or verification — flagged, not treated as an automatic decline.
Other higher-care need
Behavioral-health, clinical, habilitation, or other support outside our model.
Returning-citizen (age 62+) demand
Returning citizens age 62 and older who need independent housing and have a plausible income or funding source — a tracked, growing segment during pilot operations.
Independent-living demand
Qualified 100% ambulatory independent adults — veterans, adults with disabilities, and general independent adults — who need stable housing and have a verified or verifiable payment source.
